Background : Frequent natural disasters
are very common in Sri Lanka. Floods, landslides, droughts, sea erosion,
environmental pollution, etc. have resulted in losses in the life and property,
which have direct impact on sustainable, broad-based development throughout the
country. Many of the urban areas of Sri Lanka are prone to natural hazards.
Therefore the rural and urban community as ell as their infrastructure and
lifeline facilities will be affected severely if adequate precautionary measures
are not taken to mitigate natural disaster vulnerability.
The government of Sri Lanka,
appreciating the necessity to minimize the effects of damage from natural
hazards including human losses, and to have long term pre-disaster mitigation
planning, cooperated in the initiation of the Sri Lanka Urban Multi-Hazard
Disaster Mitigation Project (SLUMDMP), which the Sri Lanka country project of a
broader program, viz, Asian Urban Disaster Mitigation Program (AUDMP)
implemented by the Asian Disaster Preparedness Center (ADPC) and funded by the
USAID. Although the project activities are now completed, CHPB will continue
disaster mitigation related activities, especially in training and also continue
the collaboration with the ADPC.
Target Group :

Technical specialists such as planners, engineers,
architects, environmental scientists etc, from national and provincial level
Ministers, Departments and boards, corporations, authorities etc; local
authorities; NGOs; and CBOs.

governments administrations and other related agencies.

The courses will be open to
all relevant institutions in Sri Lanka. To enhance the quality and effective
information exchange and communication, seats are limited to 30 participants.
Aim of the Training :
To enhance the capacity of
local authorities and other relevant national and provincial institutions
involved in reducing and managing the risk from natural hazards, with improved
planning and administrative practices through the utilization of techniques and
commitment to hazard mitigation.
Objectives :

To provide learning opportunities for the
participants to enhance their knowledge and understanding of the practical tools
for hazard and vulnerability assessment at the local level; structural
mitigation measures and non-structural measures such as land-use planning,
building codes, tax incentives etc.

To gain practical insights into the building of
financial, political, administrative and community support for disaster
mitigation.

To learn from successes and failures by the sharing
of experience among participants and resource persons.

Methodology :
Resource Persons : The resource persons of the
course will be experts in the field of disaster management
Course Period and
Structure : 09-14 December 2002, Sessions
will be held from 8.30 a.m. to 7.00 p.m., except on the first day (Monday) when
the sessions will start at 9.30 a.m. and the last day, (Saturday) on which
sessions will finish at 3.30 p.m. after tea. On Wednesday there will be a site
visit to Ratnapura starting early morning from the Centre at Pelawatta and
returning late in the evening.
Fee Structure :
The fee for the course would
be Rs. 12,500/- per participant, which includes the cost of training materials,
field visits, meals and accommodation.
Venue : The venue will be he Centre
for Housing Planning and Building. All participants are expected to stay as
residential participants during the course.
