TRAINING COURSE IN QUANTITY SURVEYING (POST CONTRACT PHASE)

for  Middle level personnel engaged in the field of Quantity Surveying in Public & Private Sectors

Target Group : Middle level personnel engaged in the field of Quantity Surveying during post-contract phase of projects in both public and private sector organizations and having acceptable technical qualifications with a minimum of 2 years of relevant experience.

Duration :  Six and a half months (26 days) every Wednesday from 0900 to 1730 hours.

Aim :  To have a more effective development of the Construction Industry with regard to the input of the Quantity Surveying profession.

Goal : To provide training to the participants in various aspects of post contract quantity surveying work, such as, Valuation of interim worm and variations, Cost Control, Final Accounts, Arbitration, Conditions of different types of contract, Computer applications in Quantity Surveying, etc.

General Objective :  At the end of the course the participants will be able to carry out their duties as a Quantity Surveyor related to Post-contract activities of construction projects effectively.

Required Academic and Professional Background of Participants : Participants must have NDT (Civil), NCT (Civil or QS) or equivalent qualifications, with at lest 2 years experience in matters related to site measurements, billing, supervision, extra works, variations etc. in construction contracts.

Course Contents

  •  Conditions of contracts and agreements, Clause by clause examination of ICTAD conditions of contract for works of Building and Civil Engineering; ICTAD conditions compared with ICE and JCT conditions.

  • Responsibilities and duties of the Quantity Surveyor.  (Contractors & Consultants)

  •  Preparation of interim and final application for payments.  (by Contractor)

  •  Preparation of valuations for interim and final certificates (by Consultant/Client)

  • Variation orders, preparation of variation accounts, and valuation of variations.

  •  Preparation, evaluation, negotiation and reporting on claims.

  •  Financial control - Preparation of financial statements, cost-value reconciliation, cost advice, cash flow forecasting (value and cost)

  •  Statement of final accounts of a contract

  •  Arbitration, insolvency and bankruptcy

  •  Computer applications in Quantity Surveying

Exercise and Presentation by Participants

§         Each participant will be required to select an exercise related to the post-contract phase of an actual on-going project and select and exercise related to the post contract phase and subject contents of the course.  The exercise selected should be acceptable to the staff.

§         Each participant will prepare and submit a report on the exercise done by him/her including the methods used and working sheets.

§         Each participant will present the details of the exercise to a panel of staff members and invitees (30 min.)

Training System

  • Theoretical part comprising lecture an case study sessions including course works (22 days)

  • Practical part comprising exercise, report and presentation, based on guidelines provided (4 days)

Methodology

  •  Lectures, exercises and discussions

  •  Computer demonstration

  •  Individual and group exercises

  •  Exercise and presentation by participants

  • Tests

Evaluation :  Tests on selected subjects will be the criterion for evaluation of participants’ performance with respect to the theoretical part.  As regards the practical part of the course, the performance will be based on the exercise report and presentation by participants.
