TRAINING COURSE IN QUANTITY SURVEYING (PRE CONTRACT PHASE)

for  Middle level personnel engaged in the field of Quantity Surveying in Public & Private Sectors

Target Group  :  Middle Level Personnel engaged in Quantity Surveying work in the Building and Civil Engineering Projects, with acceptable technical qualification and minimum two years work experience.

Duration :  Six and a half months.  Every Friday from 0900 to 1730 hours.

 Aim :  To have a more effective development of the Construction Industry with regard to the input of the Quantity Surveying profession.

Goal :  To train personnel involved in Quantity Surveying work to be more effective and to achieve better standards in the Preparation of Bills of Quantities, Estimates, Tender and Contract Documents.

General Objective :  At the end of the training programme the participants will be able to prepare Bills of Quantities and Estimates for a simple building or civil engineering projects and to assist Senior Managers in preparation of Tender Documents and Contract Documents and in evaluation of tenders.

Specific Objective  :  At the end of the training, with the knowledge and skills acquired, the participants will be able to,

1.      Assist Senior Officers/Managers in preparing a reliable project estimate and a cost plan for monitoring the cost of projects during pre-contract Phase.

2.      Prepare a bill of quantities for medium sized projects.

3.      Price  a BOQ for the purpose of the Engineers estimates and Contractors tender estimate.

4.      Understand tendering procedure and contractual arrangements.

5.      Assist senior officers in preparation of tender documents and in  tender evaluation.

Contents

Preparation of Bills of Quantities

  •  Preliminaries and preamble clauses.  Working up.  Different types and forms of bills of quantities and their uses.

  • Introduction to different forms of standard methods of measurements for,

Building Work:  Basic knowledge of taking off quantities form the following trades/sections of work with reference to local standard method of measurement :  excavation and earthwork, concrete work, brick work and block work, masonry, roofing, woodwork, structural steelwork, metalwork, plumbing and engineering installations, floor, wall and ceiling finishes, glazing, painting and decorating, drainage, fencing, demolitions, underpinning, asphalt work, electrical installation.

Civil Engineering Work:  Basic knowledge of taking off of quantities for Civil Engineering Construction, viz., road work, bridges, dams, irrigation work, water supply, hydropower, telecom.

Preparation of Preliminary Estimates and Introduction to Cost Plans

The different methods of preparation of preliminary estimates.  Introduction to Elemental Cost Analysis.  Elements generally used in cost plan.

Estimating for Tendering Purposes

Pricing a B.O.Q

  • Pricing a preliminaries and determining the cost of overheads, borrowing, insurance charges, bank commissions, etc.

  • Relationship between method of construction and pricing

  • Methods of pricing:    Gross pricing and net pricing

  • Use of accepted norms for determining the basic rates of the B.O.Q. in Building and Civil Engineering Work

 -Earth work, concrete, form work, brick work, block work, carpentry and joinery, structural steel work, plumbing and engineering installations, floor, wall and ceiling finishes.

-Selected Road work items, pipe laying

Introduction to project scheduling

Introduction to Tender Procedures and Contractual Arrangements

Introduction to different types of contracts:

  • Introduction to different tender procedures, such as, those adopted in Govt. Departments, recommended by ICTAD, recommended by international funding agencies.

  • Contents of tender documents, various bonds and guaranties, tender evaluation, evaluation reports, award of contract, contract document, legal aspects of contracts.

Introduction to Computer Application in Quantity Surveying : Basic introduction to hardware, software and spreadsheet package for the application in the Quantity Surveying field.

Project Work :  Each participant will be required to select an actual on-going project and carry out one of the following tasks:

  • Prepare a preliminary estimate

  • A cost plan/cost analysis

  • Prepare a BOQ for selected par or selected trades in the project

  •  Price a selected part or selected trades of a BOQ already prepared

  • Evaluation of Tender

The task selected should be acceptable to the staff.

Each participant will prepare and submit a report on the work done by him/her including the analyses and methods used in achieving the final result.

Each participant will present the details of the project work to a panel of staff members and invitees (30 min.)

Training System :   The course will be conducted for six and a half months on a part time basis (26 full days –Friday every week).

  • Exercise and presentation by participants

Evaluation :  Tests on Preparation of Bills of quantities, Presentation of Preliminary Estimates, Estimating for Tendering purposes will be the criterion for evaluation of participants’ performance with respect to the theoretical part.  As regards the practical part of the course, the performance will be based on the project report and presentation by participants.
