Sri Lanka Urban Multi-hazard Disaster Mitigation Project (SLUMDMP)

In September1997 CHPB was selected by the USAID for the management of the Sri Lanka Urban Multi-Hazard Disaster Mitigation Project (SLUMDMP), which is the Sri Lanka country project in a programme involving several Asian countries under the Asian Urban Disaster Mitigation Programme (AUDMP). This programme is implemented by the Asian Disaster Preparedness Center (ADPC) in Bangkok, Thailand and funded by the USAID. The Sri Lankan project is implemented by the CHPB in collaboration with the National Building Research Organisation (NBRO) and the Urban Development Authority (UDA) providing the technical inputs. The project includes demonstration, training, information and networking activities related to urban disasters. Apart from the demonstration project activities involving activities related to mitigation of natural hazards in the Ratnapura MC, there is a considerable training component in the project, which is carried out by the CHPB. Disaster mitigation activities are mostly concerned with integration of natural hazard aspect in the planning process and guidelines for construction in hazard prone areas. Therefore the project involves a major training component for engineers and technical officers of local authorities, and also planners in the UDA.

The project goal: Reduced natural disaster vulnerability of urban populations, infrastructure, lifeline facilities and shelter in Sri Lanka.

Replication Phase

After the main project activities were completed in February 2000, the Replication Phase of the Project started in June 2000, which too was completed by the end of November 2002. During this Phase too activities were carried out in collaboration with other agencies (Cost sharing basis or full cost borne by them).

Consolidation Phase

The Consolidation Phase which started on 1st April 2003 and the scheduled duration was 5 months.  The activities are planned to be completed by the proposed second extended date of completion, i.e. 31st October 2003.

 

Project Location: Kandy MC, 12 Local Authorities (Dompe, Kotikawatta/ Mulleriyawa, Biyagam, Seethawaka, Homagama,Kaduwela, Wattala, Mahara, Kelaniya Pradeshiya Sabhas and Seethawakapura, Wattala, Peliyagoda and Kollonnawa UCC) along Kelani River from Avissawella to Colombo – Medawewa at Arachchikattuwa Pradeshiya Sabha, Puttalam District in North Western Provice – Eastern Province, Central Province.

Extension Phase

The Extension Proposal detailed in this report is based on the recommendations of the USAID Monitoring Mission who met the SLUMDMP officials in Bali and also visited Sri Lanka in September 2002.  Some of the recommendations were already been taken up in the Consolidation Phase.
