Urban Development Low Income
Housing Project
(UDLIHP) |
Background :
The Urban Development and Low
Income Housing (Sector) Project (UDLIHP) was to help to improve urban
infrastructure in 27 selected towns (ULAs) in seven provinces of the country
that had deficiencies in infrastructure and delivery of services in selected sub
sectors.
The project has recognized the
fact that the existing staff skills in Urban Local Authorities (ULAs) need to be
strengthened to enable them to fulfill their role in the project and to assume
greater responsibility in the provision of urban services. The total training
programme will include enhancing staff skills in,

Management

Information System

Municipal
Engineering and Environmental Management and

Computerization
A formal training programme in
these disciplines needs to be provided annually in each province for the
participating ULAs to allow their personnel to be trained. Other ULAs not
selected under the project too will be included in the formal training programme
so as to broaden its impact. On-the-job training in the selected ULAs will
complement this formal training.
On the
request of the UDLIHP, as per the letter of invitation for Consultancy Services
for training of ULA technical personnel, the Centre for Housing Planning and
Building (CHPB) submitted a proposal for the technical training component of
this training programme. The technical training component is to build capacity
of the technical personnel in the 27 participating ULAs in seven provinces of
the country.
Training Methodology : Lectures and one to
one discussions using relevant visuals, video presentations, site visit,
computer applications where necessary.

Phase I : 58 one day and 2 days training courses were
conducted covering 18 training modules. Personnel in
different categories were trained in the 27
ULAA. Phase II :

two days training courses were conducted covering one
training module for personnel in
different categories in 10 ULAA.
